I've successfully compiled past versions of both Flex and Bison using
Visual Studio (not the latest stuff though).


I remember there being a couple of GCC'isms that needed work arounds
(1/2 hour or so) and needing to have Bison working in order to build
Flex. It shouldn't be too hard to get a Windows version working.
